Sample programme for a twinning committee trip

Three days, around forty participants, by coach. An outline each committee adjusts with its partner.

Day 1, the journey. Early departure from the town hall, roll call at boarding, breaks set by driving-time rules. Arrival late afternoon, welcome by the partner committee, participants shown to host families or the hotel.

Day 2, the official day. Reception at the town hall, interpreted speeches, exchange of gifts. In the afternoon, meetings by shared interest: schools, sports clubs, associations, elected officials together. In the evening, a joint gathering of both committees.

Day 3, the return. Morning with host families, lunch, departure at a time that respects the driver’s rest. Roll call on arrival, families told the real arrival time.

For everyone. A bilingual programme with the address of their host family or hotel, the group lead’s number and the time of each meeting point.

Accommodation and return visits: host families or hotel

The choice is made with the partner, and the two can be combined. The year the committee hosts, the logistics change sides.

  • Host families: the twinning tradition, lasting links between families at a lower cost, a contact person for each family.
  • Hotel: elected officials and dignitaries, single rooms, named rooming list, timings set to the programme.
  • The driver: a room booked with the group. The driver’s rest period sets the next day’s departure time.
  • The year the committee hosts: host families identified early, matched by age, language and each person’s constraints, hotel rooms as a complement.
  • Visitors from outside the European Union staying with residents: each host family applies to the town hall for a welcome certificate (attestation d’accueil), cerfa form no. 10798.

The welcome certificate applies to non-European visitors on a private visit of less than three months. It costs €30 in tax stamps and requires insurance covering at least €30,000 of medical costs.

Moving the group: paperwork and bookings, counted backwards

File opened six months before departure, nine with a grant application. Last-minute incidents are administrative, not logistical.

  1. Nine months ahead: funding

    Applications filed with the Franco-German Youth Office (OFAJ), the Franco-German Citizens’ Fund or European programmes, always before departure.

  2. Six months ahead: scope and consult

    Participants, dates agreed with the partner, budget. Coach operators consulted, licences and insurance checked, accommodation compared, table submitted to the committee board.

  3. Four months ahead: book

    Coach suited to the group and its luggage, or group tickets by rail or air with transfers. Rooms held, host families confirmed.

  4. Two months ahead: paperwork

    Final list of names. Elected officials: special mandate by council resolution, cover confirmed in writing by the town’s insurer. Minors without their parents: authorisation to leave France, copy of the signing parent’s identity document. Passports, visas and insurance (the committee’s civil liability, assistance, repatriation, cancellation) checked for each person.

  5. Three weeks ahead: departure briefing

    Bilingual booklet, room and host family allocation, emergency numbers.

  6. On the road and on site: lead

    Roll call at every boarding, a lead per sub-group. A 45-minute break after 4.5 hours at the wheel, 9 hours a day as a general rule, a second driver beyond that. Incidents absorbed, committee and council untroubled.
